CIncinnati's Defeat of Issue 48: One Step for The City; 2 Steps for The Region

You can tell me once and you can tell me twice; it has been far too land between posts. Its not like there has not been anything going on, but needless to say, the length between posts will not be nearly as far and few between moving forward.

Unless you have been living under a rock, you know that Cincinnati just witnesses an upheaval in out City Council election this past November. Not to mention the defeat of Issue 48 which, if had passed, would have crippled the city from investing in an fixed rail operations for the next 10 years.

I helped a little with the campaign to do a way with this backwards issue and I wrote a small op-ed piece to show how bad it would be for the city if this issues was to pass.

"The city of Cincinnati has long been seen as being several decades behind the times as quoted by the great American humorous Mark Twain. This sentiment is yet again being exemplified with the city's upcoming election where Issue 48 is up for vote. The passage of Issue 48 would eliminate the city's ability to develop transportation plans and other economic development projects for the next 10 years. In a time of economic turmoil and with uncertainty of how high gas prices will rise, the passage of this Issues in the Nov 2011 Election could be a detrimental blow for the City of Cincinnati.

Many who are in favor of the issue fear that if passenger rail, in the form of a street car, is allowed, it would take money away from other city initiatives like paying city police and fire fighters. This is definitely not true, The city of Cincinnati have procured allotted funds to develop passenger rail, and these funds are only ear marked for this purpose and this purpose only. If Issue 48 is passed, these earmarked monies will go to another region of the United States.

Though Issue 48 is not just about the development of a street car, the City of Cincinnati has proposed an initial street car route which connects the city's Downtown Business District with its uptown neighbor, home to The University of Cincinnati, University Hospital and a plethora of other city attractions; winding through the city's historic Over-the-Rhine neighborhood. All with the hopes that Issue 48 does not pass. Studies have shown that there has been considerable economic development on and around street car routes installed in other parts of the United States and Over-the-Rhine, with its historic construct and multitude of vacant buildings prime for development; should be no exception."

The Power of Social Services and Big Business

Social services work directly with people in need, often in small groups and on an individual level. They are often organizations like the Boys/Girls Clubs, Cincinnati Community Action Agency, Mercy Housing and other community centers that collaborate with youth, families and the elderly to create and carry out recreation, service, arts and learning projects. These projects identify and nurture unique gifts and talents of each of the participants, and assist individually and collectively to find and grow their power.

At least that's how it's supposed to happen.

The Horseshoe Casino should take note. I know that, like most business owners, the main goal of the casino is to make a profit and to fatten the pockets of the owners. I understand that and I don't fault them for it. Who wouldn't want to get a large return for a multi-million dollar investment?

But there is something said about a business being a good and responsible neighbor. If you are in the position to aid in the support of your neighbors who are in need, I feel that you have some obligation to give back to the community. Not only will it better your own profits, but you will be doing a great thing for the community in which you reside.

Over-the-Rhine Says Goodbye to Fork Heart Knife

Ever since Cincinnati’s casino was set in stone to be planted in the heart of Over-the-Rhine, developers and entrepreneurs have been falling hand over fist trying to lay a claim in the area surrounding the new gambling spot. Eateries and drinkeries like Mixx Ultra Lounge, Neon’s Unplugged and Joe’s Diner opened its door in anticipation of the coming one-hand bandits.

Despite the fact that the casino is well over a year way from throwing out its first set of dice, one local favorite eating hole is closing its doors in just a few weeks.

Fork Heart Knife, the local eatery at the corner of Liberty and Main Streets opened its small but cozy space on May 5, 2010; planning only to deluge their fine, inexpensive cuisine only in the capacity of a catering kitchen and only swing open its doors to fed the masses with their excess food. With its appeal as a creating outlet for culinary delight, coupled with the resurgence of interest of the area, FHK’s popularity greatly surmounted all of their expectations. “I wouldn’t necessarily call them American or French,” says one local resident who has frequented the small and quant restaurant and stood in line along with dozens of others this past weekend just to sample one last taste of their cooking. “They are simply amazing!”

To add to its underground appeal, management of the small eatery has resisted growth and used the power of social media to announce their limited service hours and extraordinarily ever-changing menu; capitalizing on the pop-up restaurant craze that is all over parts of Europe and the Middle East.

In a desperate attempt to keep hold of their eccentric appeal, the restaurant which we all have grown to love will regrettably be closing its doors on May 5 of the this year, despite its current popularity and the coming economic boom; stating that growing to meet its current and future demand will dilute the quality of its fare.

Needles to say, as the Over-the-Rhine neighborhood begins to experience resurgence in economic prosperity and eclectic eccentricity, places like Fork Heart Knife are a rarity, and will be sorely missed.

The Queen City Takes A Bite Out Of The Economy

Cincinnati has been trying for a decade to recover from the mass Exodus of many entertainment establishments which began in the early 2000's and may have found hope in reinventing itself as an eclectic haven for food and festivals.

And this past weekend was a prime example.

Bock Fest Friday Night

The streets of Over-the-Rhine were filled with people celebrating Cincinnati's brewing heritage and the coming of spring. It's kickoff parade led thousands of people to Bock Fest hall located in the old Husman Factory located just north of Liberty; where several awards for parade entrants were handed out.

Joe's Diner Saturday

Joe's opened last year, bringing back traditional American fare at an affordable price. Its a perfect place to get a "morning-after" meal without breaking the bank.

Here is a study on the affects of Casino Gaming on local economies created about two decades ago. Man how things have changed.

Abstracts:

"Casino gaming has experienced dramatic growth in the United States during the past seven years. Because this growth has occurred recently, there have been a few systematic studies of its effects. This paper uses quasi-experimental control group methods to study sixties-eight counties where casinos were opened during the period of 1989 - 1993 and three multi-casino counties.

Results show that casino is adopted by economically struggling counties and that it can be a successful development strategy. The effects trickle down to other aspects of the economy, including recipients of income maintenance payments. On the downside, local governments and local workers do not appear to reap the lion's share of the benefits, as much of the income generated by casinos is disseminated through leakages outside the host counties.

Finally some casino types and locations are marginally better than others, but these factors are not prominent determinants of casino effects at this time."

Casino's Economic Impact in Cincinnati

On Election Day 2009, Ohio voters took to the polls and wielded their unalienable right and commanded that a casino be placed here in Cincinnati.Some of the propaganda which aided in the passage of this issue consisted of promises of increased tax dollars which would fund well loved issues such as public schools in the Queen City and all around Ohio.

On Nov 10 of the same year, Detroit entrepreneur Dan Gilbert and owner of the yet to be named Cincinnati casino, draped himself with Cincinnati city leaders and held a press conference at Broadway Commons, the future site of the casino. There he praised the passage of the "casino initiative", re-touting revenue which would be gained and promised to develop a casino that would be holistically engaged with the surrounding community.

Bridging Broadway Announces 2nd Community Dialogue

A few months ago, Memorial Hall opened its doors to the community and let Bridging Broadway conducts its 1st Community Dialogue/Block Walk.

On Jan 22, Bridging Broadway will again lend their ear to the community to solicit input about how they would like to see Cincinnati's Casino affect Downtown Cincinnati, Pendleton and Over-the-Rhine.

January's Community Dialogue will be conducted at Boost...for Meetings Sake located at 538 Reading Road, Loft 300. If you have never set your eyes on the inside of their event event space, here is your chance...and its free!

RSVP is free and is needed for participation in the day's events, so click here to get your seat.

The community dialogue will be attended by community enthusiasts who will participate in such activities as facilitated discussions that will cover such issues like quality of life, new housing/commercial options and more.

And if you are worried about parking...don't!

There are a number of metered and unmetered parking spots on Reading Road right in front of the event space. There are even more spots just a block north of Reading on 12th Street PLUS there should be some open spots in the POP-UP parking lot at the corner of 12th Street and Reading Road.

But if you are still worried about parking, you can always take the good ol' public transit... they are always a safe bet.

A New Green Neighbor for the Casino?

State Representative Dale Mallory (D-Cincinnati) on Wednesday announced that he will work to secure federal, state and local dollars for three innovative local projects designed to reduce air pollution and increase energy efficiency in Cincinnati.

Not only does Mallory want to demolish the existing Greyhound Bus terminal which abuts the new casino site, but he wants to build a state-of-the-art eco-friendly green Greyhound terminal in Queensgate.

Not sure how these constitutes two initiatives, but let’s just pretend that it is.
In addition to the aforementioned projects, Rep. Mallory wants to use the existing Greyhoud Bus site and erect a “green” 5,000-seat Buddy LaRosa Sports Arena.

High hopes? Maybe. But at least someone is initiating a better place for the Greyhoud Bus station.

Cincinnati is Making Waves in Transportation

Though Mark Twain spent some of his early years on the river stationed in the city of Cincinnati, he has said of the city that if the world were to come to an end, there is no other place that he would rather be.

Some would think that this to be a compliment, but he went on to state that the reason for his wish to be in The Queen City at "The End of Days" was due to the fact that the city consistently advanced about two decades behind that of any other American city.

Save The Date: Bridging Broadway's 1st Dialogue Oct 23

There have been some major movements in the past few months. Rock Ventures officially announced that they will begin construction operations on the Broadway Commons site, displacing several hundred parking spaces.

Pendleton Neighborhood, who have been at the helm of the “parking situation” since Broadway Commons was announced as a possible casino site, finally made some head-way in obtaining a residential parking permit for its residents. Just this past Monday, Cincinnati City Manager Milton Dahoney address the neighborhood’s monthly community council meeting to help quench some fears and attempt to stay transparent.

On Sept 1, Bridging Broadway, began its 6-month comprehensive study of the ½ mile surrounding Broadway Commons. With this study, the non-profit group is charged with conducting 3 community forums to address community concerns about the coming use of Broadway Commons.

This first forum, called Broadway Dialogue will be conducted on Oct 23 from 12:30pm to 4pm at Cincinnati’s historic Memorial Hall located at 1225 Elm St., just steps away from Cincinnati Music Hall. The afternoon will begin with an energized guided walking tour through the area surrounding Broadway Commons where participants’ opinions will be collected and used to assist with recommendations to the City of Cincinnati that include design, policy and programming for this new, vibrant area.

The afternoon will conclude with a facilitated moderation where participants will not only be able to present their own opinions, but also work in small groups to help foster conversation of ways we all can improve the area. The Dialogue will be free and open to the public, but RSVP’s are needed. Sign-in on the day of the event will begin at 12:30pm and light refreshments will be provided later that afternoon.

Yesterday, Stephen Samuel's, president of Bridging Broadway was featured on the Bill Cunningham Radio Show on Cincinnati's 700 WLWT.

Bill Cunningham led off the conversation by asking how this project was being funded and went on to other pertinent questions such as, is this the right time for for such and organizations as well as diving into employment issues.

All in all, I feel that Cunningham gets the idea that the city of Cincinnati needs a venue that will attract people to the downtown area all year around. In addition, the place needs to be a catalyst for the surround area. I was also glad to see that he proclaimed the casino as being a "game changer".

All in all I thought it was a pretty level headed conversation.

That being said, I will not comment on the rest of the show after Mr. Samuals portion was over. I leave that to an entirely different blog post.

Parking: The White Elephant In The Room

Construction on the casino is set to begin later this year.

The current site of the casino is a large surface parking lot, consisting of 20 some odd acres of parking which currently holds parking for Hamilton County employees, law offices and other business in the Downtown Cincinnati areas.

Needless to say that once construction on the casino begins, those parking options will be gone, leading those who currently use Broadway Commons as a parking lot to either switch to using public transportation for their daily commute or use free, on-street parking in the surrounding neighborhoods.

Though I would love to see a massive migration to public transportation; my guess is that most people will vie for the latter solution rather than the former.

Since the announcement that the casino was set to take over the surface parking area of Broadway Commons, neighborhoods like Pendleton have been trying to bring this urgent state of affairs to the attention of the City of Cincinnati, with no real solution offered.

Already there are many patrons and employees of downtown business that use residential, on-street parking, causing Pendleton residents to fight for parking spots whenever they need to leave their resident during the week day.

The casino operator, Rock Ventures, has assured the area that once the casino is built there will be ample parking for their employees and patrons; but it is still up in the air if they will work out a deal with the City of Cincinnati to provide some sort of parking for the aforementioned displacement of parking for county and city employees.

Eat At Joe's ... Diner That Is.

In the 1990s, Main Street which borders Cincinnati’s Pendleton and Over-the-Rhine neighborhoods, between the blocks of Central Parkway and Liberty was a hot bed of vibrant night life, bringing all walks of life together.

Over the past few years, this area is in the process of seeing its economic renaissance which has yet to peak. The community of Over-the-Rhine has historically thrived on community togetherness, fostering a sense of urban unity.

Events like Grapevine, Second Sundays on Main and Final Fridays brings vendors onto the street and people to patron the many shops and galleries which brighten these blocks on Main and the addition of Joe’s Diner will do nothing but make the district that much more appealing..

The Bottom Line

Joe’s Diner in Pendleton serves delicious burgers and fries. Though it has only been open for a few weeks, this well-run restaurant easily handles a crowd, and has done nothing but please its customers.

After being a location which had less than positive reincarnations in the past, this recent incarnation of, what should be a Cincinnati landmark, shows promise, especially with is charm, appeal and close proximity to the new Cincinnati casino.

Guide Review - Restaurant Review: Joe's Diner

I predict Joe’s Diner will return to its spot as a Cincinnati institution in the coming years.

The burgers are reminiscent of what you would come to expect form a traditional diner, in addition to extra seasoned fires are filling yet relatively light, not floating in a sea of grease.
Though I am hard pressed to pass up a good burger, I recommend whole heartily the salmon sandwich, but make sure you scan the menu carefully.

There are a few uncommon delights tucked away that will be appealing to all who partake.
Dinner for two at Joe’s Diner with appetizers and a soft drink will run you on the south end of $20, but you can spend much less and still walk out very pleased.

Bridging Broadway: They Have Come A Long Way...Baby!

Over the past six months, Bridging Broadway gone from a sparkle in the eye of Stephen Samuals to being well on the path to becoming its own full fledged non-profit organization. The process will be completed in a matter of weeks when the organization files it's 5013C paper work with the state of Ohio.

As some of you may know, I currently sit on the Executive Board of this organization and have witnessed first hand the transformation and am invigorated at the possibilities in which Bridging Broadway has in store.

Some of the things that we have on the horizon are as followed:

We are in collaboration with the City of Cincinnati and LISC (Local Initiative Support Committee) to conduct the most comprehensive study to date of the area around the Broadway Commons site which will include a community outreach efforts in the form of conversations called Bridging Broadway Dialogues, which will be dynamic focus groups aimed to engage feedback from the various stakeholder groups in the Broadway Commons area (land owners, developers, residents and the arts)..

Being a non-profit, we are always attempting to recruit like minded individuals from all sects of the community to assist with our mission to connect people and places to promote a new downtown Cincinnati entertainment district.

The Bridging Broadway Board and Committee Member FAQ, explains our purpose and activities and describes the functions of the various committees.

The official deadline to accept applications runs through July 31 and the selection process will end by the end of August. After reading the attached, please feel free to complete and return the enclosed questionnaire or pass forward the information.

Cincinnati Takes On Crime...Head On

In many inner cities across the country, dealing with crime and illegal drug trafficking has become paramount. And in many cases there has been an immediate correlation with a high density population; couple with the level of the average poverty level with a high rate of crime.

Early 2009, Forbes Magazine created a list of cities with high crime rates and correlated them with their populations. The city of Detroit, Michigan topped this list with 1,220 violent crimes for every 100,000 people.

In the past few years, Cincinnati, Ohio's Over-the-Rhine neighborhood has also been associated with one of the highest crime rates per capita, according to the website Wallet Pop, a website which provides crime data for insurance companies. Despite this, the area has taken out of the ordinary steps to curb its crime problem, both sanctioned by the local government and not, in attempt to solve this very serious social epidemic.

The following is a rundown of some of the city's initiates which have proven effective and lowered crime statistics in the violent area of Over-the-Rhine and allowed honest citizens to take back their streets.

Casino developer Dan Gilbert said he hopes to break ground by the middle of next year on a $500 million gaming facility in Cincinnati and be open for business within 30 months.

At a press conference this week, Gilbert outlined plans for assembling a design and urban-planning team within 120 days and recruiting a casino management company within 90 days. He reaffirmed campaign commitments to hire 90 percent of all employees from the Cincinnati region and pay prevailing wage rates during construction of the site, one of four that got the green light when 53 percent of voters approved the controversial Issue 3.

Cleveland Casino Design Revealed

"The new Cleveland casino will be a sleek, contemporary building with large areas of glass at two main entrances along Huron Road and a row of restaurants and shops between them, facing the street and sidewalk.

The $600 million facility will also include large, street-level plazas flanking the entries off Huron, where the public will be able to stroll and enjoy gardens, fountains and views of the Cuyahoga River, even if they never gamble."

ParkCincinnati Puts The Kabosh on Parking Meter No-No's

Have you ever searched for a parking spot and noticed that if that other person parked about 5 inches closer to the car in front of them, then you could have squeezed in?

This has happened to me several times in my neighborhood of Pendleton and if you also live in Pendleton, you already know that parking in front of your house or apartment during the hours of 9am and 5pm on a weekday can be a bit tricky. The daily influx of government workers coupled with the current location of the School for the Creative and Performing Arts puts a strain on residential parking.

This dire parking situation will by pushed to its limit when the casino begins construction; is a major concern for the residents of Pendleton. The 22 acres of surface parking, currently being used will be displaced throughout the city, most likely in the neighborhood of Pendleton and Over-the-Rhine.

In anticipation for this situation, one should be more cognisant of how they park their car and I suspect that the City of Cincinnati will be enforcing parking with a heavier hand.

ParkCincinnati does a great job of creating a one-stop-shop about how to most efficiently use a city metered parking space.

Cincinnati Gets A Nod From St. Louis

Cincinnati isn't the stodgy old spinster of a city I remember from my youth. The one who wore sensible shoes, a veiled hat and too much rouge. She's Greater Cincinnati now, a sophisticate with charm, attitude, intelligence and sly wit that surprises old hometowners like me and first-time visitors alike.

The metro area has expanded to include three cities in two states. Cincinnati proper is in Ohio. Across the Ohio River in Kentucky, creative riverfront developments have revitalized Newport, once infamous for vice and gambling, while sleepy Covington turned its quiet riverfront into a hopping-good-time entertainment district.

Last Friday, the Strategic Growth Committee of Cincinnati’s City Council held their meeting at Boost! For Meetings Sake, located in Pendleton and situated directly across Reading Road from Broadway Commons. Coincidentally, the purpose of the meeting was to discuss the upcoming casino and to give residents and other stake holders a chance to voice their opinions and concerns.

First of all, Boost is a classy meeting space; incorporating the building historic relevance with a hip and urban appeal…it’s definitely needs to utilized more often.

Just prior to the beginning of the meeting, students for the University of Cincinnati’s Urban Design Program presented topographically correct models of Broadway Commons as well has their thoughts as to how well a casino could add to the city’s urban fabric.

The meeting began with a presentation by Steve Rosenthal of Rock Ventures, who gave a bleeding heart account of their company’s mission to revitalize distraught urban areas such as Detroit and Cincinnati. Everything he said made my heart go pitter patter, until he used the word gentrification, which threw up a single red flag in my mind.

A digitally created model of the initial draw up of what the casino will look like was also presented. A great way to appease the crowd, but from where I was sitting, it did not look as though it was designed to scale.

Some additional highlights from his presentation are as followed:

-The Casino plans to incorporate 2800 permanent jobs, 90% being hired from the local population.

-75% of architectural design work will be done by local firms.

-The developers are NOT looking to incorporate a hotel in its initial design. Only after 5 years or until existing local hotels are at 75% of occupancy, will a hotel be built on the current casino site.

When it was all said and done, kudos goes out to City Council for thinking a bit outside of the box and bringing this meeting to the people, instead of making the people come to them.

A semi-smile goes to Rock Ventures for taking time out of their busy schedule to make their presentation, and vowing to keep the promises that they have made. I just hope that they can do this after the operator of the casino is chosen.

Driving on the portion of Reading Rd. which boarders Cincinnati’s historic neighborhood of Pendleton does not lend itself to sightseeing. But despite the fact that Pendleton is mostly residential, there are numerous commercial spaces intertwined with its many residents. In addition to a slew of already developed commercial spaces, there are almost just as many which are primed for redevelopment.

Last week, representatives from Bridging Broadway were treated to a tour of one of those aforementioned spaces.

This 62,000 sq ft space, composed of two buildings and five floors, is located on Reading Road, smack dab in the middle of the block bookended by Pendleton and 12th streets. With upscale rehabbed condominiums and directly to the west, coupled with a vibrant refurbished mixed used building directly to the East of the space, these two buildings have the makings of being used in just a varied way.

The last major use of this space was by Nuerre Glass Company which concluded in the early 90’s when Michael Jordan (no, not that one) and a partner of his purchased the two buildings.

Currently, only a fraction of the space is being used for light industrial work, it can be reconfigured for a myriad of uses. During the tour, Jordan showed us designs about how they planned to turn this space into several 2000 sq ft lofts, 3 on each of the five floors, complete with 1st floor parking garage and entry via the second floor.

The list of neighborhoods which were against last year’s Issue 3, allowing Ohio to build four gaming casinos in the state was a short and thin one. In fact, Cincinnati’s own Pendleton Neighborhood may have been the only neighborhood to go on record to say ‘No On 3’.

But now that the amendment has passed, the historic residential neighborhood has been adamant in fostering a well sodded relationship between the casino and their neighborhood of Pendleton.

Last week, SoapBox published a conversation with the President of the Pendleton Neighborhood Council, Carrie Rathod, in order to pick her brain about the recent sale closure of Broadway Commons, and what the next steps should be to induce permeability with the upcoming casino and the surrounding neighborhoods.

In the wake of Rock Ventures officially purchasing the 20 acres which the casino will be housed, residents from the abutting Pendleton Neighborhood still have concerns about the Casino becoming their neighbor.

Representatives from Pendleton Neighborhood Council met with Ohio Senator Eric Kearney at Iris Café on Main Street last Friday to discuss neighborhood concerns and to find out how the upcoming State Bill governing gaming can be written to incorporate items which will benefit Pendleton and the areas immediately surrounding all of the casinos which will be incorporated in Ohio.

Of the resident’s concerns, many pertained to areas in which fell under the jurisdiction of The City of Cincinnati, but there were a few in which Sen. Kearney gave promise that he would work on, those included the following:

1. Attempting to repeal the ability for the Casino to serve alcohol 24 hours a day

2. Work towards having the casino hire locally owned small businesses in all phases of its development.

3. Make a push towards mandating that casino structures be LEED Certified.

Yesterday, representatives from Rock Ventured took the next step in breaking ground for Cincinnati's Casino by actually closing the deal to purchase the 20 acres which the casino will be placed.

Not only that, but Rock Ventures also boosted of plans of incorporating restaurants and about retailers, facing outward from the casino aligning Reading Rd., Broadway and Court Streets.

Though Rock Ventures has yet to decide on who will actually develop the casino, it looks as though they are saying all the right things.

Last week, the grass roots group formerly known as the Casino Envisioning Grouped has been dubbed Bridging Broadway.

This groups is composed of a community-centric minded individuals who are working together on a volunteer basis to promote cohesion between living, playing and working downtown Cincinnati. Heading up the efforts are:

• Sean Biehle of the Creative Department is championing the development of the group’s website.

• Keara Schwartz owner of Share Some Sugar has lent her expertise in identity branding.

• Casey Gilmore of 3CDC has taken on the task on developing fundraising initiatives

• Kareem Simpson of Bookmark Online (http://bkmkonline.com) and social maven Jessica Quast are joined by marketer Crimson Cunningham and Dan Phenicie, Producer at Seven/Seventy-Nine, to look out for the group’s event marketing efforts.

• Ed Ratterman from the City of Cincinnati and Andrew Oehlerking are reaching out to our city’s stakeholders and communities to make sure that their concerns are being addressed.

If you are interested in lending your talents to assists with the group’s efforts in any of afore mentioned areas, we would love to have you involved. Let me know and I will get you pointed in the right direction. We are still in need of leadership in the following:

In its second meeting at the local hangout; Coffee Emporium, The Casino Vision Group came up with some stellar ideas as to begin the process in making sure that The Casino will become holistically incorporated with the surrounding community.

During this sequel, the group came up with such ideals as ensuring that the casino developers put community interests on the table in addition to vowing to collect research about aforementioned problems and concerns while holding the Casino accountable for their actions.

Though still working out the kinks on the mission statement, these were just a few of the group's goals.

The Ripple Affect Beginning To Be Felt

The early phase of a booming economic ma lay which was anticipated with the announcement of the Cincinnati Casino placement is beginning to be envisioned.

There was a short blurb about the ensuing boom in The Business Courier and in this week's SoapBox.

The sentiment of the Cincinnati Charette has not been lost. A group of forward thinking Cincinnatians met last Thursday morning (yours truly included) to being the planning / visionary process of what we would like the (for lack of a better name) Casino District develop in to.

This group of nine people, who represent different aspects of the Cincinnati community, muddled over ideas as to what we would like to see this distinct become in addition to what we did not want this district to become.

Though there were some outlying ideas, most were commonalities, very similar to what was brought up during last month's the chareete. Over the next few weeks, this group plans to establish its mission statement.

We would like to invite anyone who has a passion about seeing this part of the city develop, to join our group and/or give feedback as to what they would like to happen as it pertains to our forthcoming mission.

Cincinnati Casino Cherette Began As A Crap Shoot; Ended As An Ace In The Hole

According to the unofficial poll that I conducted on my blog, when asked about the confidence of Cincinnati Casino Developers Rock Ventures to keep their promise of creating a casino that would be permeable to its surrounding neighborhoods, a resounding 42% had some hope that they would keep their word.

This was proven is yesterday's mini-charette held at the The Art Academy of Cincinnati. Close to 200 people were in attendance. A great number were architects and designers, but a little under half of the attendees were people, like me, concerned about what this casino will bring to the community.

The day began with an hour long introduction of normalcy's such as the day's agenda what was expected from the day's events.

Some interesting take away facts from the introduction included:

-Rock Ventures is prepared to spend $250 million on the Cincinnati Casino

-It is proposed that the Cincinnati Casino will be 1/2 million sq ft with an additional 4000 spaces for parking

-The casino is proposed to bring 2800 permanent jobs to the area and may be ope 24/7.

The day was broken into four sub groups, each group having an early morning and late morning session. The groups comprised of the following; Urban Scale Design, Quality of Life Design, Environmental & Energy Design and Building Scale Design. Since my background is more in line with the former two areas than the latter, I choose to attend those two sessions.

There were many ideas which were generated, some of the key issues which were addressed int he sessions which I attended were way finding measures to ensure that visitors to the casino would know how to find the adjacent entertainment districts (The Q, Main Street and the Downtown Business District). Also, basic infrastructure such as traffic control and light/noise softening measures were also mentioned.

After lunch, the designers and architects got together and "synergized" the main take aways from each of the 4 break out sessions which was presented to the rest of the attendees later that afternoon.

Though it was emphatically said many times through out the day that this was not an official charette, the ideas catalyzed by this charette will find its way in the hands of both Rock Ventures and the City of Cincinnati's Planning Department.

Cincinnati architects are leading the way to insure that the developers of the Cincinnati casino hold true to their promises and holding an all day public charette this Saturday at the Art Academy of Cincinnati.

Four sessions will be conducted, beginning at 8:30am is a great chance to have your opinion heard about what you want to casino to be for the community. Three public sessions will be held from 8:30am to 1pm, then followed by a more design / architectural forum to be conducted from 4:30pm to 6pm where early drafts of the casino will be unveiled.

Absent from the Cincinnati Enquirer article, it should be mentioned that the charette is free, but there is a fee if you will want to have lunch provided to you at the charette.

Its also strange that the article did not mention where the charette will be held either....I guess that is what I am here for.....

The Crime Report tacked the much thought about subject that casinos may contribute to Cincinnati's crime problem.

Here are the first few paragraphs of the story:

In the midst of an economic crisis, the U.S. gambling industry continues to grow—and so does the debate over its connection to crime.

It’s a familiar, and sad, story: a 41-year-old housekeeper in Bangor, Maine, forged $40,000 in checks belonging to elderly people in the assisted-living home where she worked, then gambled it away at Hollywood Slots, a cavernous 1,000-slot-machine establishment that dominates one side of Bangor, an old, poor, church-spired New England town.

She pleaded guilty, blaming an addiction to gambling, and in 2008 received a three-year prison term.

But doesn’t Hollywood Slots deserve some blame? While mob-infested gambling largely belongs to another era, the nationwide proliferation of casinos continues to raise the question of whether such establishments create or enable desperate gambling addicts who break the law to support their habit.

In yesterday's Forum section of Cincinnati.com, Ken Jones, president of the Over-the-Rhine Foundation penned a heat felt commentary likening Cincinnati's Over-the-Rhine with other of the nation's historic districts like those found in Charleston, NC and New Orleans, LA.

In the piece, he states that the Cincinnati's Over-the-Rhine neighborhood is not dis-similar with the aforementioned cities due its historic character, but more due to the decisions that have been made in its development. He goes on to say that historic preservation could have a positive impact on an area's economy.

Though Cincinnati's Casino will not technically b located in Over-the-Rhine, it will be placed just a block or so away from this historic district. It will be interesting to see if the casino developers make a smart move to capitalize on it's neighbor's rich historic character.

I ran across this memo sent out from the Federal bank of Boston delineating economic data on state revenues from gaming in New England. It gives a somewhat complete review of the literature on the potential secondary impacts of casinos on local economies. This literature may give an insight to what effect Cincinnati’s casino will have on the economy of Cincinnati’s Downtown Business District, Over-the-Rhine and Pendleton neighborhoods.

In reading this memo, it was interesting to find out that between 2% to 7% of New England’s state revenues come from gaming with the exception of Rhode Island; 10% of their state revenue is attributed to gaming. Also, using New England’s example of gaming revenues, there was no evidence that revenues will increase over time; there is only evidence that revenue from gaming will produce a steady stream of income for the state(s) involved.

What was most interesting about the memo was that it gave inferences that the most visible economic impact that casino’s bring is to the supplier of services (caterers, food suppliers, cleaning services etc.).

Some of the other questions addressed are as follows:

What kind of casino is proposed, and what other gaming options are there in the state and region?

Would the casino draw patrons from outside of Rhode Island?

Could the casino recapture Rhode Islanders leaving the state to gamble?

How many Rhode Islanders gamble elsewhere?

To what extent might local residents substitute gambling for other forms of entertainment?

And

To what extent might a casino change the labor market?

FORT WAYNE, Ind./OH (WANE/AP) - With 99% of precincts reporting unofficial results, a referendum to legalize casinos in Ohio passed with 53% of the vote Tuesday.

The amendment paves the way for casino plans in Columbus, Cleveland, Cincinnati and Toledo.

An economic impact study predicted nearly 40,000 temporary and permanent jobs and $4 billion in economic impact.

While jobs and extra revenue will be added in Ohio, it will come at a cost to the Hoosier state.

"There were a lot of people -- at least lawmakers in the state of Indiana -- watching the results in Ohio," said Rep. Randy Borror.

It has been a long drawn out battle for Ohio voters to support placing a casino in the our state.

In fact, you would have had to be living under a rock NOT to be inundated by the controversy which surrounded this issue. Just in case, you have been dormit, the following video will catch you up.

Well the people of Ohio have spoken.

On Nov 2, voters took to the polls and wielded their unalienable right and commanded that a casino be placed here in Cincinnati.

Some of the propaganda which aided in the passage of this issue consisted of promises of increased tax dollars which would fund well loved issues such as public schools.

On Nov 10, Detroit entrepreneur Dan Gilbert and owner of the yet to be named Cincinnati casino, draped himself with with Cincinnati city leaders and held a press conference at Broadway Commons, the future site of the casino. There he praised the passage of the "casino initiative", re-touting revenue which would be gained and promised to develop a casino that would be holistically engaged with the surrounding community.

During the press conference he said, "We want to make sure it's an extremely unique project - we want to make it special and tie it into the community,"

This is all well and good, but how will he be held accountable for his big talk of community engagement?

That's where this blog steps in.

Despite the fact that an over whelming number of Ohio residents voted "for" the Cincinnati casino, this blog is here to serve as a social-media forum to document the change (or lack there of) in sentiment towards Cincinnati's casino and to hold the casino's developers accountable of their promises.

Here you will able to find news and opinion pertaining to its development (groundbreaking scheduled for 2010) in addition to examples of casino's across the country, who's placement has caused both boos and hoopla.
